To increase the capacity (knowledge-skills-abilities) of directly and indirectly-funded community-based organization (CBO) staff to utilize health communication and marketing strategies to reach No New Infections.

- Enhance skills and abilities for the strategic use of placement and position concepts for disseminating information and education about HIV prevention strategies and services; and
